I suggest that the challenge be to create a car-sized, (VW and up) Battlebot, then fight until one of them is no lnger capable of running. For experts you can call on the finalists from Robotica, and I suggest that you limit the bots weaponry to wedges, spikes and the like. If a flail end broke off and went flying, there would be a major hazard, but with a simple brute-force weapon mix that problem should be avoided. Also, it is a great deal easier to build a bot designed for ramming over one planned around a more active weapon system such as a flail or "Wheel-O-Death".
