What does Stonehouse actually do?

We never hear from him and he is supposed to be the Chief Executive. Is this guy doing an effective job? He is supposed to be steering this ship and its nearly on the rocks.

I believe the split of responsibilities between David Stonehouse and Wor Fred is that David manages all the Clubs activities other than those involved directly in team affairs - such as the SJP stadium operation (including security, catering, etc), groundskeeping, the Ticket Office, marketing & merchandising, communications/media relations (including the internet operation), all administration functions (eg. legal, personnel, accounting, travel & accomodation etc). He would probably also be responsible for actually ensuring the Youth Academy and Training facilities were built, but only when the Board had decided to make those investments.

Mr. Shepherd will deal with all matters relating directly to the team, coaching and playing staff, and will work closely with YBR on this. I've met David Stonehouse, and he struck me as being capable, bright and enthusiastic, and also a keen fan - but I don't believe he has much direct input into buying or selling players.
