Employers say ACC's move to correct double billing marks the end of a period of uncertainty and unnecessary expense for many businesses.

ACC Minister Michael Cullen says a special unit will deal with businesses' applications and will look at each affected employer on a case-by-case basis.

Employers Federation spokesman John Pask says it is hard to tell how many businesses paid double premiums prior to the privatisation of workplace accident insurance.

But he says the bills amounted to millions of dollars.

Meanwhile Dr Cullen says refunds will not mean an increase in premiums.
