My experience about Fry Bread... When I was growing up I had a friend that was a Navajo Indian and he made me some Fry bread just like his mother had taught him. So I guess the answer to your question would be the native American culture here in America. It maybe be possible that it originated from some other culture but I would say native American culture is a good answer.
