I own a Rebel 300, I was wondering if ETTL was much more superior to TTL. I am undecided on purchasing a flash, is the 380ex a good buy? Or should I just get a good TTL flash with manual settings. Thank you for your response.

IMO, you should get the newer 380EX of 420EX because you may wnat to upgrade your body one day and a TTL only flash will be useless on an E-TTL capable body.

A TTL flash won't be useless on an E-TTL body. It just can't do E- TTL. Still works fine in TTL mode though. The exception to this is Canon's new E-TTL only digital P&S cameras (G1 & Pro 90s). Anyway the EOS 300/Rebel 2000 is E-TTL capable.

The metering method & results are better at times but the real advantage to E-TTL flashes is using FEL Flash exposure lock), since the 300 can't do FEC (Flash Exposure Compensation). Also without E- TTL you give up high speed sync (FP flash) for easier outdoor fill.

The 420EX is definitely better than the 380EX. Swiveling head & more power that is need when doing a ceiling bounce.
