Ohh-kayyyy. So we may freely subtract votes from one candidate, and freely add votes to another arbitrary candidate.

Ohh-kayyyy. So, it's kosher for certain candidates to have a ceiling on the amount of votes which can be cast for them, and any votes beyond that ceiling can be taken from them, and given arbitrarily to some other candidate.

What I can't understand is, WHY do they refuse to count all the ballots that *would* have been submitted by all the people who never actually went to the polls? Extrapolating from the votes as already interpreted, at leat 2/3 of these votes would have been for Gore, who therefore won in a virtual landslide!

Failure to count nonexistent votes is criminally biased!
