Was wondering if anyone has ever use the VideoCD 2.0 Toolkit from Phillips? If you did how good is it at chapters and menus?

Video CD 2.0 Toolkit is supposedly what alot of the VCD authoring houses used and is regarded as the best VCD creation tool ever made. But it comes at a price (a hefty $1500). I don't even think it's being offered for sale anymore and I don't believe it was ever pirated.
