Make a Power Puller powered by steam. You supply a coal powered boiler (for protection from explosion use a certified boiler) and they build the engine and drivetrain from junk.

They have built steam racing vehicles, but the boilers and engines were furnished. Building a steam engine from scrap may be a little too dangerous, but having a supply of compressed air, with each team getting an equal amount would make this a good challenge, and much safer as well.
