Annabel Lee was to his cousin/wife who died. He is talking about lying next to her grave by the sea. Was it really that hard to understand?!?!?!?!?!

It's a cute little poem about his wife whom he's obsessed with and when she dies he doesn't know what to do. So he lays by her grave in the sea and thinks about her and wishes she was there.
