I don't have an answer, but I can't get the Panasonic Encoder 2.5 plugin to work in Flask either. The encoder works for about 45 frames than gives an error that it can't write to the output file. Did you ever have a similar experience? If so, how did you get the plugin to work?

I have to use AVIsynth to feed to the standalone version of the encoder, which in comparison, is at least 10-20x slower.

Don't know if this will help you much, but i have amde xvcds with a bitrate of 2500 on the panasonic i had to change te vbr rate to "150" anything higher or lower would make the audio skip (but thats another story)

Oops, sorry. I meant, I was having trouble with the Cinema Craft 2.5 plugin.

I've had no problems with the Pana 2.5, with VBV of 100 to 110 kbytes, and don't know why you're having your problems.

In the output format options, try selecting either VCD/NTSC or VCD/PAL rather than MPEG1.

there is a patch for the Pana vbv buffer underrun problem, it fixes the audio problem too because the bug screws the on-the-fly muxing, just search for "panasonic vbv buffer fix" should get you it
