I think there will definately be another Exxon Valdez-level disaster sometime in the next 20 years, but it probably won't matter what party is in the white house when it happens. The major motivator for big corps is the threat of punitive damages (litigation) and loss of public esteem (media); government attempts to be proactive in it's re-activeness will not save the next "unlucky" ecosystem.... But if the government doesn't put forth an effort then it's not worth much.
