F100 and SB28

When I mount an SB 28 on my F100 the exposure compensation value appears on the camera's LCD display and the viewfinder display. This happens in aperture and shutter priority modes (and, of course, manual mode), but does not happen in program mode.

What's going on? I thought the exposure compensation value display should only appear in manual mode.

To make a long story short, exposure compensation wouldn't do much good if it were only available in manual mode, because it's so easy to compensate by hand.
