tv tuner for caprturing

I was on a VCD help site that has evaluated various methods of capturing mpeg. It recommended the best method for good quality was a basic tv tuner (presumably with a VHS jack). This captures the video to hard drive in AVI, then use an encoder to transfer to MPEG1 or MPEG2. Is a TV tuner essentially a capture card? Anyone out there have experience using this method, I don't hear it discusssed much on forums. Thanks in advance.

TV tuner is a capture card with TV channel tuner, usually with inputs for aerial and coax (e.g. cable tv).

I use this method exclusively for making SVCD from television broadcasts.

I use a Hauppauge WinTV-GO card and it works quite well.
