DVD-rom drives can be software set to work in any region, and most read vcd's, as for the rest, dream on. And no, dvd "players"(set-top boxes)are even less flexible, especially in the region part.

Come to Singapore and visit Sim Lim Square where you will find a bunch of shops selling you region-free DVD players. They will cost around 300 - 400 USD. I bought a Toshiba multi-region there 1 year ago and it works just great (so far I have only tried code 1,2 and 3 - but that covers all regions I'm interested in).

If you are in US, get a APEX brand DVD player. They are under lawsuit because of making their DVD player play region free. So you might want to get one before they lose the case (which I'm sure they will). Another good thing about their DVD players is that they can play MP3 CDs.
