You actually don't play an mpeg on a dvd player.
The file is turned into the proper format of a *.dat (vcd)
or
*.vob for a dvd.
For a Video CD this is done with your cd burning software.
There are a few around. The eaisest to use is called Nero Burning Rom.
Just any old cd burning software doesn't make VideoCD's.
You just don't burn an mpeg file on a cd.
More to it than that.
After you have your captured/encoded mpeg file. (PROPERLY ENCODED TO VCD SPECS) Either NTSC or PAL (depends which country you live in) The exact details of specs can be found at www.vcdhelp.com

First of all, this question has been asked pretty much every week that this message board has been in existence so read through the archives of this message board to find your answer. Second, take the caps lock button off, shouting won't get you any respect.

In any event, you must have a CD-R/CD-RW burner (SCSI preffered). Second, Make sure the DVD player you have supports CD-R/CD-RW media and VideoCD's before you do anything else. Finally you must have a VideoCD burning software package that will properly author the VideoCD to conform to spacific VideoCD 2.0 specifications. The best one to use is VideoPak 4.0 which can create very professional looking VCD's unlike Nero or EZ CD Creator
