there must be american companies moving into germany/europe that are looking for americans/anglos experienced in IT business development now living in germany. the question is, how do you find them with limited rersources and time?

Frank try to look for articles that cover what you are looking for and also recruiting organizations that specialize in this area. Also draw up a list of IT companies that interest you and then visit their job pages and see if they have an international section and bookmark these and of course talk to official German trade or government bodies and get information from them regarding the demand for IT people in Germany.
