Can we get an new initiative from Mr. Eyman regarding the use tax on vehicles?

My daughter recently bought a 2000 Honda Civic from a private party for $13,000.00. Yes, it was a good deal. But she could have bought a new one off the dealer's lot for 15,000.00. The Department of Licensing will not release her registration because even though she paid use tax on 14,2000.00 - they say she has to pay use tax on 16,200.00!!! I researched the Manufacturer's Suggested Retail price of a 2001 Honda Civic LX, same car, only redesigned and supposedly a much better car and it retails brand new, a year newer for 16,060.00!!! I feel the Department of Licensing is just trying to get back at voters for the I-695 issues and are overtaxing us on the use tax as a way to get more revenue. We have to go to Dept of Revenue to get an exemption and they said some market poll says the car is worth the 16,000.00. Even though it is more than you could even buy a new 2001 for. Now come on! The previous owners of the vehicle paid sales tax on the new price and then only a few months later my daughter is also paying tax on the same car and yet they want more money. Where does it stop? We need a new initiative about the fair valuation of this use tax and how often they can charge it. realistically they are forcing people to give up good deals from previous owners and buy their cars from dealers only at higher prices. Can Mr. Eyman write a new initiative for next year to get rid of or change the valuation of the use tax????
