I had one of those when I was a kid. As I recall, the tender fully contained the motor. I don't have the tender, but I still have the boiler and cab. It would seem to me your only choice may be a N or Z decoder in the cab of the boiler.

I have been told that if you replace the motor with a can motor, you can get the decoder in the tender. The person who did this used Rail Command. Today, it should be easy to find a decoder you can fit. My friend did say he had to put the motor to side of the tender rather than down the middle.
