Portland's Water Bureau, beset by problems with a new
computer billing system, will give customers whose bills
are more than six months late a 20 percent discount on the
sewer portion of their bill, Commissioner Erik Sten said
Wednesday.

. . .

The bureau still has about 12,000 bills that haven't been
sent since the new system started. Bureau officials said
they hope to whittle that number to 2,000 by the end of
next week.
