I have a Voodoo3 3DFX 3500, is it a good capturing device? I'm trying to get a movie that is on VHS to VCD. I trying to make the movie look it's best. What should i do?

Buy a decent card

That voodoo vidcap card captures, for one, using MPEG-2 I-frame. MPEG- 2 is already a compressed format which may not produce the best VCD MPEGs later. Choose another vidcap that captures with some AVI codec.
