Simunza said ERB investigations into ZESCO's
tariff review show that it had made tremendous
progress in improving service delivery. "For
instance, to date ZESCO has improved its billing
system by cutting the back log of bills to two
months as opposed to five months at the time of
the last review," Simunza said.
