Get TMPGenc (free)) and in its MPEG tools you can join your MPEG files. When a VCD with these joined files are played, though, at the join there is a barely discernible "peep" sound. Or try VCDCutter ($20) which makes cleaner joins but may trim off the last few frames of the preceding clip to the last frame of the last whole GOP.

the beep in tmpg only happens sometimes with clips i joined. Othertimes it has actually clipped more seconds from the end of my first file whne joining to the second. How i fixed that problem is highlight the clip and then use its "edit" function and set the start/end times and it will not clip any extra seconds after this.
