Help!

Me and my parents are at wits end. My 2 year old Coon, Griffin always attacks my older cat who is twelve. He bites her and chases her, though he is fixed. Since he is much larger, Griffin always has the upper hand, though his claws are trimmed. The other female cat despises him and always gets 'beat up'. She by no means is weak and has sharp claws and fighting experience to defend herself but to no avail. The problem is, he's been doing it since we got him. Most thought they'd get along after a while but it's been 2 years and nothing had changed. We have tried everything from yelling, leaving him in a room alone for a few minutes, spraying him with water but to no avail. I pity my other cat and get furious at Griffin for doing what he does. I don't know what to do.
