Small & cheap flash w/ adjustable output

Any recommendations on what is the smallest and cheapest flash that has an adjustable output setting for an old manual rangefinder camera?

I have the sunpack 383 as it can be used as a fully manual flash without attachments. I use it as a slave flash and also use it on my old zeiss icon. works fine

The Vivitar 2000 - a basic variable-angle-top flash with two auto settings and manual. Not sure if it uses 2 or 4 AA batteries. Not super-small, but smallish...

Most importantly, I always see it hanging blister-packed in my local WalMart for $19.95.
