Releasing oil stock pile will increase prices because the market will know the desperation of the situation.(A desperate person always pays top rate for a loan).One strategy is to release some stockpile in secret if this is possible.

Do we know that the ammount in the stockpile is correct or considerably less.

It maybe like the bank situation "we will never need it all "

If it is released how much will be sold before they say stop. 10%? 20%? 50% ? or more.

A temporary tax relief,energy conservation and more research on alternative fuels is needed otherwise we will have alternative lifestyles . (which after a peroid of adjustment may not be so bad)
