can u connect your pc up to your tvto watch vcd's if u dont have a tv out video card ?, i do have a 3d card

No you can't. But you can buy a PC/VGA-to-TV converter, which changes SVGA signals to either NTSC or PAL to watch on your TV. Wait: why don't you just watch your VCD on your PC monitor??
