What's the difference between VCD and DVD? Which one is better? Why?

If you need to ask that question you are in the wrong place. But the answer. vcd is mpeg 1 video max 1150 video bitrate constant. dvd is mpeg 2 video bitrate starting at 2500 and is variable.

Added to that , Because of MPEG-2 compression, one DVD disc can usually hold one full movie where as VCD disc uses MPEG-1 instead of MPEG-2 compression, it usually takes two discs to hold one full movie

A DVD (Digital Video Disc or Digital Versatile Disc) is a high- capacity optical disc containing video recordings and computer data. A DVD disc uses MPEG-2 (Motion Picture Expert Group) compression to store digital video. Because of MPEG-2 compression, one DVD disc can usually hold one full movie. DVD discs are encrypted with a highlighting feature, which highlights an active area when your mouse is moved over it. DVD discs usually have better sound and picture quality and cost more than VCD discs. A VCD (Video Compact Disc or Video CD) is an optical disc that plays movies instead of music. VCD discs look just like a regular CD-ROM disc and are popular in Asian countries. A VCD disc uses MPEG-1 compression to store digital video. Because a VCD disc uses MPEG-1 instead of MPEG-2 compression, it usually takes two discs to hold one full movie. VCD discs are not encrypted, so they do not highlight active areas. VCD discs provide better sound and picture quality than VHS tapes and are less expensive than DVD discs.
