Winter Oil Supply May Be Short Massachusetts Governor Paul Cellucci is warning Bay State residents to be prepared for a possible oil shortage this winter. The Governor issued his cautious message yesterday following the news that a barrel of crude now costs 35-dollars, a ten-year high. Governor Cellucci tells the "Boston Herald" that he is closely watching the developments on the meetings between President Clinton and Saudi Crown Prince Abdullah in New York City. Those meetings are coinciding with Millenium Summit at the United Nations.
