Initially, the project's concern was only water
billing and revenue collection, through the
installation of 140,000 new meters and a $5
million computerised billing system.

The project aims at improving the city's level
of water billing from 38 per cent to 90 per cent
over a ten-year period. Generale des Eaux will
earn commissions based on the revenue collected
from water sales.

Besides revenue loss from poor billing, substantial
water is wasted through burst pipes, which the
new contract is bound to correct.
