I have a web site that contains a mountain of information on SVCD authoring using the best encoder TMPGEnc

http://www.geocities.com/aussie01au/

The data rates your stating are quite low although TMPEG does have a VBR with a 1150kb/s average which is of very little better quality than standard vcd's the normal settings we are using are those defaulted in the encoder at 2520kb/s, have a read and make your own choices.

Modified NTSC and PAL templates are available from my web site: http://www.geocities.com/aussie01au/

or maybe downloaded here:

http://www.geocities.com/aussie01au/templates.zip

unzip to the TMPGEnc template folder.

MODIFICATION STATEMENT: The standard settings provided with TMPGEnc Build 12 have be modified for:

CBR, 2P-VBR and MVBR and a read me file is included.

Full Pel movement is retained as default and the Constant Quality and RT settings are as defaulted by the programmer.

Degradation of B frames is set to zero when indicated.

====================================================================== The templates are setup to allow you to read the frame size of the source material and must be set to the mpeg SVCD stream frame sizes of 480 x 480 NTSC or 480 x 575 PAL before starting encoding. ======================================================================
