Bad Pipes Big Cause Of Spills Busted pipes are the biggest cause of sewage spills in Orange County. The "Orange County Register" reports a survey of county records finds aging and badly maintained sewer systems are to blame in many of the county's 57-Million gallons worth of sewage spills in the past four years.
