The VCD is in PAL format and you are playing it on an NTSC system - or vice versa. The PC doesn't care.

try connecting your dvd via scart or svhs connection

try using a scart or if theres a switch on the back of your dvd player that says ntsl, pal, auto put it on pal. this could also b in the settings menu

same problem. i ran pal tv, mustek dvd. no matter what i set the tv to the picture is b/w. and, btw, my computer crashes every time i try to look at the vcd in my cd drive.
