Electricity Rate Hike Expected Seattle City Light customers should prepare for a rate hike. Deregulation of the power generating industry has resulted in skyrocketing wholesale prices for electricity. City Light spokesman Gary Zarker says about 25-percent of the power it receives is purchased on the open market. He says those prices have risen nearly ten-fold and the cost will have to be passed on to consumers. The Seattle City Council must approve any rate increase and will be briefed on the proposed rate change during a hearing tomorrow.
