It wasn't a planned blackout, but 26-hundred customers in San Francisco's Richmond District lost electricity last night. Pacific Gas and Electric says the outage was caused by a failure of underground cables about 8:50. The outage was quickly confined to the University of San Francisco campus, and virtually all customers were back on line by midnight.
