Has air traffic increased by 27 percent over last year?

"FAA Administrator Jane Garvey said in June that the number of "runway incursions" shot up 27 percent in the first five months of this year compared with 1999. At issue are incidents in which a landing or takeoff come too close to another aircraft or vehicle."

"In June the FAA said it will equip 25 medium-sized airports with a new ground surveillance system along the lines of one already in use at 34 of the busiest airports to head off ground accidents.

The FAA also plans to earmark as much as $5 million to help finance the development of other technology to enhance airport ground safety, Mayrhofer said."

I was wondering when we would see a figure like this. I thought the several midair collisions between small aircraft over airports a few months back was a precursor of some bad air controller functioning, a predictor of merit.
