The one and most important software that any VCD'er need to have in his inventory is the ability to convert a *.dat to its native file format: This software is VCDGEAR2.0 and it's FREEWARE. Any VCD that can't not be played on your computer and/or on your stand alone player (assuming you have one that will support CD-R/CD-RW) is most likely have some form of corruption on either file system on the disc or the mpeg file itself is corrupted. The corruption causes the player's internal codecs to have errors and it's telling you that. You can try to use other players to resolve this problem, and most likely all of them will tell you the same thing. . So you only solution is to repair the disc with VCDGEAR2.0. Use this software to extract the *.dat from the MPEGAV folder to *.mpg. Play it back to see if it works, then use Nero or the burner software of your choice to burn it to CD as VCD. Note, VCDGEAR2.0 has an option to repair damage mpeg track during extraction; Run this program with this option on for about 1 minutes and abort it. Play the partial extracted clip and see how it performs. If it's not satisfactory, then run the software with the option off and test it again. Once you are satisfied, then complete the whole extraction. It's fast...less then 15 minutes for a whole VCD on 166MHz Pentium I (Faster CPU faster extraction).
