Is it true that gluten used in bread making is banned in the US-if so why?

I have been informed that gluten should not be added to homemade bread as it is now banned in the US. Is this true? Are there any bad effects of gluten? I thought all baking flour contained gluten so it would be very difficult to ban such an item.
