Tue 10/19/1999 10:56 AM My October water bill from Oklahoma City had an insert advising residents NOT to make any Y2k preparations as the City was "Y2k-OK"! in particular, it claimed "pure water will come out of the tap." As it turns out, this statement promises much more than it actually delivers.


Yesterday I made some phone calls, and had an interesting follow-up conversation with Bret Weingart, acting director of the OKC water utility department.


He said average Oklahoma City demand for December - January would be 60 - 75 million gallons a day of which about half (32 million gallons) goes to customers with 1 inch or smaller water pipes. These are residences and small businesses. The current population of OKC is estimated at 472,000, so that's about 70 gallons/day/person residential.


At any given time, the city has 38 million gallons of purified water in various tanks. Which means that under full winter demand, the city would have a little more than 12 hours of water in reserve if the system goes down, or a little more than 24 hours if all the business customers are shut off rapidly.


He said that in a situation where power was out throughout all of Oklahoma City, none of the generating plants were running, the city could under those circumstances purify and pump 33 million gallons of water a day, without the use of electricity. If OKC shut off all the business customers, that would supply daily regular residential demand, just barely. Also, we didn't get into the demands of fire firefighting for water.


The insert in our October water bills says "pure water will come out of the tap," and that is true, as long as they cut off all of the business customers.


I asked about sewage and waste water. He said due to Oklahoma City's topography, they are actually able to move a lot of their system by gravity. Each lift station in the system has been equipped with generators to keep it operating.


We didn't have a lot of time to talk, but I intend to call him in a day or two and ask about fuel for those generators and their diesel pumps, and how long the city could keep producing 32 million gallons of purified water a day (I presume this requires some kind of inventory of chemicals and fuel).


After this conversation, I called the public information office of OKC, and spoke with the woman who put together the insert in our water bills. The head of the office was out until Wednesday, but I told the woman I spoke with about my conversation with the water chief, and she immediately saw the discrepancy between what the insert said and what the water chief said. I told her I really hoped that their insert was correct, but that I was concerned that their definitions were political, not operational and that the risks were too great for the City to be lawyer-ly precise in their statements (that is, saying something which is technically/legally true, but which implies a lot more than it is actually saying). So she said I should talk with the head of the department.


So that is where we are at thus far. But this isn't the last of the story.

You can browse the listings by state (which give the city), or search by city. I found out that my own house is in the footprint of a potential anhydrous ammonia explosion, and there is a plant not far from the area damaged by the May tornadoes here in Oklahoma City that could produce an explosion damaging/destroying houses in a 1.5 mile radius (a PVC plant). My home town, a rural southwest Oklahoma town, is entirely within the potential footprint of an anhydrous ammonia explosion from the local farmer's cooperative.

And if those references were still on his web site, cpr, I'm pretty sure you'd be accusing him of fear-mongering and not recognizing that Y2K is over with.

I never read anything that suggested Waldrop was predicting the end of the world or a collapse of society. I remember him for the basic, no-frills, Red Cross kind of prep advice on his web site geared to those of modest means. This person you're talking about was not a Paul Milne type.

REALLY?? He came close to accusing both OKC and the State of OK. of being "derelict". As a result he was dismissed as what he was and is: A CRANK.
