Should I replace Adobe Photo Deluxe?

While I am reasonably satisfied with Adobe Photo Deluxe, Business Edition, I am ready to move to something more elaborate. I've read some very positive reviews of PhotoImpact 5. Would that be a move in the right direction? Will I get enough additional benefits to justify the price of about $70? I am not willing to spend the money for Photoshop, now do I want to spend the time required to get the full benefits from that program.

Instead of spending the $70 on Photoimpact simply upgrade to Photoshop Light (LE). It would cost you about the same and you would be on a path to upgrade ultimately (if you needed to) to the full Photoshop program which is pretty much the "non sine qua" of the graphics publishing industry.

You might consider an image editing package specifically designed for digital imaging like "Picture Window" or "Picture Window Pro". If you want to try Photoshop LE, look for a bundle package. I got it with a a graphics tablet from KBGear called a Picasso for around $80. It's like getting the graphics tablet and additional software for free. The tablet is really nice for airbrushing out blemishes in photos and is a no brainer to master. One night's practice will have you airbrushing things like errant slip straps or entire backgrounds out and even shading items to provide depth if you're so inclined. A really nice alternative to a mouse!
