Will The Cool Scan 3 Scan undeveloped film, or will it only do negatives and slides.

No, the film will have to be processed first, same as for all film scanners.

Undeveloped film exposed to light will destroy the images. The film is packaged in the cassette not only for ease of use, but because the container is light tight. If you pull out the undeveloped film and feed it into a film scanner, the VERY BRIGHT scanning light won't pick up anything. They call a "darkroom" a dark room for a reason. :)
