Looking at the Ronnie on-line, I noticed the section about our opener at Old Trafford, and Alan Oliver's reference to:

How come if there are 12,000 more places, why do the visiting team not get an increase in their allocation. It can't be ALL down to season tickets surely, or are there really going to be another 6,000 empty houses in South London next season

My understanding is that 10% of the capacity needs to be offered to visiting teams - AT THEIR REQUEST - unless they home Club have a specific exemption, due to contruction work etc.
One hopes NUFC would 'request' their full allocation for this game, although there are many recent examples where there have not.

I think the rule is 3,000 or 10% of your capacity, whichever is lower, except for Cup games.
