Clogged Pipeline Causes Sewage Spill A clogged pipeline is to blame for an estimated 15-hundred-gallon sewage spill that left a North County waterway polluted today. Environmental health officials say a blockage of grease and debris sent waste overflowing from a manhole at Flora Drive and East Parker Street in Oceanside about 9:20 p-m last night. Officials say city crews had the line cleared by 10:30 p.m. and were able to recapture 500-gallons of effluent. The remainder made its way into a storm drain that empties into San Luis Rey River. Health officials have posted contamination warning signs at access points to the waterway near Douglas Drive. The health advisory will remain in effect through Monday.
