How can I change the resolution of my existing MPEG file?

Hey everyone. I have a couple MPEGs of some old home movies that I would like to burn onto some VCDs. Unfortunately, when my father originally converted them to MPEGs, they were converted at a resolution of 320x240, and the original movies have deteriorated, so there's no way for me to re-encode them onto my computer. Is there a way to change the MPEGs I have to a white-book compliant resolution? I know there are a couple professional software titles that can do that, but i have no real money to spend, and am looking for shareware or freeware that will do a good job. I know that's asking a lot, but if anybody has some ideas, it would be great. Thanks! -Matt
