Twin Galaxies made these settings way back in the early to mid 80s. Because we're going by these settings - that's what I have to enforce.

But the question I have to give to you is - don't you want some challenge? (this is an inside joke)

yes rally x is not an easy game on default.. and now it is extremly hard....
