I want to extract a specific set of frames from the video cd (having .dat extension). Tell me the method to do.

Answers

Use vcdgear ( http://www.vcdgear.org/ ) to convert it back to mpeg. Then use any of the mpeg cutting programs to extract the frames. If you are converting to avi, you can open up the mpeg in vdub and select the section and save as avi.
