Nikon 990 - Aperture Control in Aperture Priority or Manual Mode

I have recently purchased a Nikon Coolpix 990. When using the Aperture Priority Mode or Manual Mode, I find that the lower limit of the F-Stops changes. On some occasions I can open the aperture up to F-2.5 and on other occasions I can only open the aperture up to 3.6 for example. Can anyone explain to me why the control changes from session to session?

Answers

It depends on where the focal length of the lens is set to. The short end allows a wider aperture than the telephoto end.

I meant to say a larger aperture, not wider.
