Is there any way to use an non-Nikon external flash unit with the CoolPix 990 and still get TTL metering?

I would assume the answer here is the same as it would be for 35mm gear, i.e., there are some manufacturers, like Metz, who manufacture flash units for specific camera manufacturers such as Nikon. So, if you select one that works with the 35mm version, then it should work with Nikon digital cameras.

Warning...Nikons flash is a low voltage and if you connect some flash units you could fry the camera. I have heard in most of the forums that using slaves on the external flash is popular and then you could use whatever you want. Please double check about the voltage differences before connecting something other than the Nikon flash. Good Luck, Allen
