I use an Adaptec Videoh hardware adapter with Clipview software to digitise VHS tapes to an Mpeg file on disk. Make sure the Clipview capture settings are set to VideoCD. Adaptec EzCD writes a VideoCD from this Mpeg file. Results are dependant on the quality of the VHS recording and the VCR.

If you don't have any video filter before the Mpeg board - VideOh or whatever else - the result can be quite disappointing. A solution for that can be this: - record the VHS with the VideOh at max. bitrate allowed - re-encode it with Panasonic Encoder at VCD bitrate, appliying the weakest filters available.

The result would be quite different. But it takes a lot of time.
