Public art in correctional facilities?

As a member of a local percent for public art board, we are considering the allocation of funds generated by construction of a new reduced custody facility which would serve basically weekend inmates or those who are on work details. There is little support on this board for spending funds for art which would be seen only by inmates.

I'm in the minority opinion that the funds should be used for this facility, rather than to pool the funds with others from a larger future expansion of the jail to go towards "one big piece of art" which would be at the entrance to the entire jail facility in possibly 2004.

Is anyone aware of public art projects which are inside correctional facilities? Any comments on the appropriateness of spending public money on prisoners or sites with restricted access would also be welcomed.
