This is a derivation of what jean Luc Picard suggested...

first encode form the source avi file an mp2 file with Panasonic. Then using panasonic, encode the VCD MPEG file..

Now using MPEG2VCR, strip out the video out from the VCD MPEG file. next use MPEG2VCR again to multiplex the stripped video with the MP2 file you generated earlier... wah lah a MPEG FILE that should work well on all VCD players.
